A fedural system divides power between a centeral goverment and smaller, local goverments. This sharing of power is intended to ensure that the central goverment is powerful enough to be effectice, yet not so powerful as to threaten States or citizens. It also allows individual States to deal with local problems at the local level----so long as their actions are constitutional. For example we have the mayor of Calforina, school borad who goverens the school district and city officals who govern the citys.
